In an Atlanta election outlandishly overshadowed by the chaotic mayoral contest, voters yesterday picked City Councilwoman Felicia Moore to succeed Ceasar Mitchell as council president.


Moore, who claimed 55 percent of the tally with 56,512 votes, defeated her council colleague Alex Wan, who took home 38,816, in a runoff election.
